County Officer - Sarah Bristow

I come to you having been a Parish Clerk for over nineteen years. I would like to think that I have covered a good proportion of many situations so far and I am very much looking forward to extending my knowledge to any new ones that come along. I am CiLCA qualified and an executive member of the Norfolk SLCC. I was lucky during lockdown to sit and give a Clerk’s view on Norfolk ALC’s Wellness Working Group, which is a topic close to my heart and one that runs through all aspects of our work on a daily basis.

I am a firm believer of Norfolk’s ALC Motto “Stronger together,” Councillors and Clerks make Councils. Norfolk ALC is also lucky to have great Partnerships with many Associates and organisations with the Lord Lieutenancy and especially the backup and support from Norfolk County Council. I am enthusiastic about this tier of local government and have witnessed first-hand the real difference that can be brought to local residents and their communities. It is an exciting time to be involved with Norfolk ALC with objectives to help and support all towns and parishes big or small in their wellbeing, membership support and plans to expand the services offered.

Training Officer - Gabbie Joyce

Gabbie joined the team in October 2018 and is a CiLCA 2015 qualified Clerk as well as holding a CIPD Certificate in Training Practice. She has been involved in Norfolk local government since 2008, fulfilling a number of different roles – parish councillor to a small rural council, manager of county and district funded community volunteer programmes and most recently Clerk to a medium sized council before joining Norfolk ALC.

Gabbie’s remit is to support Member Councils in their ambitions to develop professional standards. She delivers our induction training courses for Councillors and Clerks as well as many specific topic courses such as Standing Orders, Information Law, Annual Accounts and Employment Law. She is also our CiLCA recognised Trainer.

Training/Clerk Support Officer - Jimmy Miller

My name’s Jimmy Miller and I’m delighted to have recently taken on the role of training officer at Norfolk ALC. I’m a firm believer in focusing on the learner’s needs to ensure that the learning experience is as beneficial as possible. I aim to make training an enjoyable experience whilst still making sure that the participants on any training course end up with the useful skills they require.

I have lots of teaching and training experience both as a trainer and a learner. This helps shape the training that I give. For a number of years, I provided management training in Sweden and have also taught in the post-compulsory sector in the UK, both at colleges of further education as well as universities. Business-wise I hold an MBA from Strathclyde Graduate Business School in Glasgow and I am also a qualified management accountant. On top of this, I am a CiLCA-qualified clerk (I believe I am currently the only clerk in the country who puts CiLCA after their name!) and I am a parish clerk at a small parish in Norfolk. Consequently, I consider myself well-placed to be part of the team at Norfolk ALC who provide support and advice to our members in Norfolk.

Finance and Administration Officer - Dan Futter

Dan joined Norfolk ALC in October 2020 and is responsible for Finance and Administration.

Dan comes with 20 years local government experience covering a wide variety of disciplines including finance, bereavement services, allotments, procurement, highways and planning. Dan is also Parish Clerk/Responsible Financial Officer for Weybourne Parish Council.

IT Officer - Kevin Bacon

Kevin joined Norfolk ALC in June 2022 and is responsible for IT and maintenance and training for the Norfolk Parishes website service.

Kevin comes with 16 years experience of the IT industry covering a wide variety of disciplines. Kevin worked most of his previous career at a local clothing manufacturer as IT Manager responsible for developing the companies internal custom written computer systems and e-commerce website. 

During his short time at Norfolk ALC he has taken steps to update our Norfolk Parishes website service and plans to develop a new internal customer database (CRM) that will help us provide a better service along with a fresh new website to make finding information and support much easier.
