Since April 2012, local communities have been able to produce Neighbourhood Plans for their local area, putting in place planning policies for the future development and growth of the neighbourhood.

This guide gives a concise summary of the process for producing a Neighbourhood Plan under the Localism Act, together with suggestions for good practice.

This guide focuses on Neighbourhood Plans rather than Neighbourhood Development Orders or Community
Right to Build Orders or other community-led planning tools.

This guide is for all those involved in, or thinking about, producing a Neighbourhood Plan, and for those who are just curious to find out more. Whilst other guides are predominantly concerned with the legislation and process, we have attempted, wherever possible, to include guidance on good practice and worksheets for carrying
out each part of the plan.

This guide draws upon Locality's experience of working with community groups in the past year; groups that are considering or undertaking Neighbourhood Planning.
We have listened carefully to their concerns and helped them to make real progress.
