This guide presents current good practice in the application of the ETSU-R-97 assessment methodology for all wind turbine developments above 50 kW, reflecting the original principles within ETSU-R-97, and the results of research carried out and experience gained since ETSU-R-97 was published. The noise limits in ETSU-R-97 have not been examined as these are a matter for Government.

This guide is for all those involved in, or thinking about, producing a Neighbourhood Plan, and for those who are just curious to find out more. Whilst other guides are predominantly concerned with the legislation and process, we have attempted, wherever possible, to include guidance on good practice and worksheets for carrying
out each part of the plan.

This guide draws upon Locality's experience of working with community groups in the past year; groups that are considering or undertaking Neighbourhood Planning.
We have listened carefully to their concerns and helped them to make real progress.

This guide gives a concise summary of the process for producing a Neighbourhood Plan under the Localism Act, together with suggestions for good practice.

This guide focuses on Neighbourhood Plans rather than Neighbourhood Development Orders or Community
Right to Build Orders or other community-led planning tools.
