CiLCA Training - Session Six

The six sessions make up the full training course and are designed to support your portfolio submission by instalment or at the end of the course.

CiLCA is a Level 3 qualification for local council Clerks and other officers, assessed through submission of an extensive portfolio of evidence. It is also a requirement for the purposes of the Local Council Award Scheme (Quality and Quality Gold) and eligibility for the council to use the general power of competence.

This training course will take you through each of the 30 learning outcomes. It will also explain how to compile your portfolio, involve your Council, and strengthen your knowledge as a practitioner.

Cemetery Training - COURSE NOW FULL

To provide an understanding of the legal, administrative and financial duties of parish and town councils for the provision, management and maintenance of civil cemeteries and both closed and open Church of England churchyards. To provide an understanding of the legal and practical issues around the safety testing, repairs and reinstatement of memorials.

This event is aimed at parish and town clerks, administrators and councillors who currently have responsibility for burial services or who may be running out of new grave space. It could also be of benefit to full and part-time cemetery staff.

Topics covered include:

  • Burial law and record keeping
  • Exclusive rights of burial – grants, transfers and extinguishing
  • Cemetery regulations and fees
  • Maximising burial space including grave re-use
  • New burial space provision in Neighbourhood and District Local Plans
  • Burial arrangements for other faith groups
  • Closure and maintenance of Church of England churchyards
  • Grave digging – legal duties and good practice
  • Fixing, risk assessing and stability testing of memorials and monuments in cemeteries and churchyards

A representative from the Diocese of Ely will be invited along and a site visit to a nearby closed churchyard (weather permitting) will take place after lunch.

This course is led by Alan Fairchild MBE, FSLCC, Cemetery Advisor to the Society of Local Council Clerks, Member of the Ministry of Justice Burials & Cremation Advisory Group & Board Member of the British Register of Accredited Memorial Masons (BRAMM).

Getting Your Message Across: Workshops for Parish Councillors

These workshops aim to provide an opportunity for you to improve your communication and interpersonal skills, enhance your understanding of communication techniques and gain a greater insight into how to interact with the media. Outline coverage:

  • Effective Communications – Communication process, types and styles of communication, verbal and non-verbal communications, barriers, active listening and building rapport.
  • PR (Public Relations) – What is PR, how it can hinder or help, reputational management, planning public relations strategies
  • Public Speaking – Scary or fun , content, methods of delivery, dealing with feedback (and hecklers), speaking with confidence, preparation and planning.
  • Presentational Skills – design and delivery of presentations, styles, use of technology, preparation.
  • Media Engagement– Types of media, traditional V social media, approaching and responding to media, preparation and planning.
  • Effective Chairing – Communication techniques, chairing styles, preparation and improving current skills.

These workshops will involve use of videos, whole group discussions, group scenario work, action planning and sharing of tips and experiences. Electronic handouts and suggested websites will be made available at the end of the session.

They will be delivered by the same Norfolk County Council and Norfolk ALC based trainers who recently ran our successful 'managing difficult conversations' workshops.
