Part One - 02 March
CiLCA Training - Session Six

This is the essential qualification for Clerks and bookings are open for our September course. This is currently delivered via Zoom for our ongoing March course and students are loving it! So our September course will be via Zoom too. This also allows us to continue to keep the cost affordable.
The six sessions make up the full training course and are designed to support your portfolio submission by instalment or at the end of the course. This training course will take you through each of the 30 learning outcomes. It will also explain how to compile your portfolio, involve your Council, and strengthen your knowledge as a practitioner.
Feedback from a Clerk on our October 2019 course, that finished in March: "I really have enjoyed the course - a great mix of seminar and teaching - would thoroughly recommend it to anyone considering it."
Remember, Norfolk ALC is the only recognised CiLCA Training provider in the county and we are endorsed by NALC and SLCC.

Preparing the Annual Governance and Accountability Return

This course is exclusively for councils below the £200,000k receipts/payments limit. It is designed to equip new Clerks or those who have limited experience of year-end activities. The session will cover the reconciliation of the cashbook to the bank statements, completion of the AGAR form, (also known as the Annual Return), the Variance Analysis and everything you need to put on your website.

FOIA/ EIR Essentials for Parish and Town Council Clerks and Councillors

This is an on-line course to learn about the Freedom of Information Act 2000 and the Environmental Information Regulations 2004 how they impact local councils. It is aimed primarily at parish and town clerks but councillors, especially those on their data protection committees where they exist, will also benefit. By the end of the course, attendees will understand the principles of the FOIA/EIR, the different types of information covered, how to determine the validity of any requests, how to respond and in what time frame and whether exemptions may be applied, among other things. All attendees who successfully complete the course will receive a certificate of attendance.

This is an on-line non-technical look at the General Data Protection Regulation. It is aimed primarily at parish and town councillors, especially those on their data protection committees where they exist. By the end of the course, attendees will understand the principles of data protection, the lawful bases with which to process personal data, how to react to Subject Access Requests and data breaches among other things. Additional material will be made to clerks upon request. All attendees who successfully complete the course will receive a certificate of attendance.
