Russell was previously the County Officer, before handing over to Jeremy at the end of September, and has now moved to a consultancy role.
Prior to becoming County Officer at the Norfolk Association of Local Councils, Russell was Town Clerk of Bracknell Town Council, with the council twice being NALC's 'Council of the Week' and also a finalist in Britain in Bloom alongside other achievements. He was also on the National Executive Council of the Society of Local Council Clerks during this period. Earlier in his career, Russell worked as an Audit and Performance Manager with the Audit Commission, which included being responsible for auditing town and parish councils across Surrey, Berkshire and Hampshire. He has previously worked in management consultant and finance roles with a number of councils. He is CiLCA qualified and a member of the Chartered Institute of Public Finance and Accountancy (CIPFA). He is currently a councillor at Hoveton Parish Council.
